Eugene you are missing the point entirely
How so?
Because firstly a quota system is introduced to balance out inequalities between the haves and the have nots. The Whites in South Africa mostly have it all. And it’s designed to shift some measure of control to the majority. Don't get me wrong here; I’m not a proponent of the quota system. My limited experience of it has only been chaos all round and appalling suffering for all (cue: land reform)
The whites in South Africa have no interest in domestic soccer, and that entirely by their own choice. So introducing quotas for soccer in SA is akin to forcing whites to take up the sport.
There is a white player, Mathew Booth in the South African (and Rowen Fernandez) and even he doesn’t really fit the bill of a quality player. Clubs would gladly have a quality white in player in their side if they could find one.
In rugby or cricket however, the argument is that BLACK players are interested in the sports about are being prevented from doing so by doggy systems and cultures of exclusivity.
Nobody is preventing whites from soccer.
That’s where you miss the point
