I think it's probably reasonable to assume incompetence, rather than conspiracy, until proven otherwise.

I find it hard to believe anyone can be that incompetent two balls in a row at such a stage. Sounds to me very much like deliberate malice on the part of Mashinge, for which disciplinary action should be taken.

I don't think it's outside the rules? Damned unsporting though. The disciplinary action should be against Gogwe. His multiple wrong decisions have potentially changed the outcome of the Logan Cup. Not disciplinary action, he just shouldn't be umpiring, but he may get a raise.
