I think Ireland probably has the size fanbase, maybe bigger, maybe smaller. But bigger economy which means bigger market in broadcast terms.

Somehow ZC have missed an opportunity here, don’t know enough about it to say where or how.
Host nation gets hosting fees which are substantial. The broadcast is owned by the ICC so the revenue goes to the ICC (and then onto each of the members according to the percentages previously voted on by ICC members). Additionally host nations get money for upgrades to venues and stuff.

In this case, ZC got $1 million, but it remains to be seen how much of that actually went to fixing up the venues. For a World Cup it would probably have been 10 times that amount.

Now the broadcast that is being done is ICC's and therefore the ZC wouldn't get any revenue from it, unless that was part of their hosting fee.

We have to also remember that the ICC broadcast is experimental. This is first time World Cup Qualifiers will be broadcast. 4 years from now they may broadcast 20 games instead of just 10, or maybe even the entire tournament.

But I agree selling the rights to a third party broadcaster would have earned the ICC money with teams like Afghanistan and Nepal. Nepal might not be in the tournament next time to take advantage of their market.
