Outside some self motivated school coaches and self interested (word not used in a negative sense) private coaches, there has been no initiative or inclination to develop players. Junior development is what happens when you have passion to develop the game. Their motivation is
1. get cash
2. Do whatever is needed to dsecure that gravy train going forward.
There is an ICC checkbox with tiers to how many funds are granted. ZC are ticking those boxes just. Organising tours, having a domestic comp.
however the big clue is in how they do the BARE Minimum. This was how I come to realise Googly was right.
They tick bioxes but do nothing above and beyond.
They cancel fixtures and dont reschedule.
Fixtures correspond to rainy season.
