Any reason why this man isn't currently in the side for Afghanistan?
He bowled absolute gad when I last saw him in 2009 and has only played 32 ODI's in and around that period

He's injured.
The first time he got injured was during this match:

He has made several comebacks over the years, only to get injured time and again.

He's actually such a damn good bowler, much better than Shapoor or Dawlat Zadran.

Dawlat is actually a very decent bowler. Easily the best quick in terms of overall skillset in the qualifiers IMO. Shapoor is also decent on his day, but I reckon he's way over the hill now. After those guys the Afghan pace stocks are laughably nonexistant. Gulbadin and Navin are trundlers plain and simple.
Btw sad to see Alzarri Joseph missing out, he would have given Dawlat a run for his money. But Hamid is the most injury ridden quick Ive ever heard of. He makes Shane Bond look like Iron Man.

Shapoor's pace is now struggling to reach 82/83mph, having been up and around 90mph in the Caribbean around 2010. All that steam to the wicket, reminds me a bit of Shadat Hossain from Bangladesh.

The Afghans had a great pace attack at the 2015 WC with Dawlat, Shapoor, Hamid & Mirwais Ashraf but lacked a spinner with Nabi and Shanwari doing the tweaking.

He's still better than Shahadat, lol.
Shapoor is quite old I guess. In his prime he was decent. Afghanistan's overall seam attack is much weaker than it was when they first arrived at the top level.

tall lanky 140 type bowler.
