It's an A team match - no television rights, no meaningful attendance figures, etc at stake. It's not Zimbabwe's birth right to be included in the Intercontinental Cup, in fact they are lucky to be in the position where they can have a team in the competition. ZC should be going out of their way to appease the other associate boards (whose chances of reaching the final are diminished by Zimbabwe's presence), and if that means playing abroad then so be it.
The sensible thing to do - the common sense approach - would be to just play the game in South Africa. It's an A team match for God's sake... and Ireland have already agreed to tour. Playing in SA isn't going to set a precedent. Holding Scotland over a barrel like this achieves nothing, besides putting more people off side. The ICC are to blame as well. Roddy Smith is absolutely correct; they unfairly shifted the goal posts.

I don't think its a big deal though for these Intercontinental matches . Thats why ZC has not been making any fuss about Scotlands decision. But by Ireland agreeing to come done its juss an egg in the face for Cricket Scotland and what they stand for .Politics and cricket should not mix.

i hope Zim comes out much better after all these tough times, i think we have had the worst bit a Scotland not touring us is their own disadvantage

I personally find this very sad, although it's politicians that have instructed the Scots not to come Zim cricket will, no doubt, get the blame for this situation
Why the game couldn't just go ahead at a neutral venue i don't know, nobody would lose face if that's their concern
Afghanistan v Zim in Dubai for the final then, with lots of "Zim are only there by default" comments to come i'm sure
