20k a month for 18 months that he wasn't involved at all and another 20k a month for the first 18 months when he was barely here and when he was he caused nothing but problems. Very possible actually.
If we have made the commitment to Naqvi, everything appears that has happened, then we have to be all in with him. In 2 years he will be ready so will need and benefit from any sort of preparation.
