C'mon, surely BD have a chance to get into the top flight.

Of Course BD has a chance...given the Windies have a 4 match series vs India, and we're currently 8 points behind them, we may be 8th or very close by the end of this summer. With Sri Lanka having a tough schedule (0-3 loss to England, 1-2, or 0-2 loss to AUS at home, etc) we could pass them in the next year or two.
We have a Test in India, which we will certainly lose. But if England tours, and we can sneak a win on a rank turner, and then do the same to Sri Lanka early in 2017, we may pass SL and jump into 7th and hence D1 by the 2019 cutoff date (cutoff will probably be in 2018 which makes it tough).
Bangladesh is my foremost concern, but not my only concern. even if Bangladesh exceeds my expectations and somehow gets into D1, the system still sucks, because WI and SL belong in my opinion in top flight cricket owing to their history as competitive sides. Relegating them to a glorified Intercontinental Cup will pretty much ensure they NEVER become a force in Test cricket again. May be good for Ireland and Afghanistan, but that will SURELY KILL off cricket in SL and WI...if they both happened to be relegated, which is very much possible.
A 12 team Test league with all sides playing each other is the way to go. Have most of the bottom 4 or 6 or however many teams mostly play each other, but there must be a system where #1 plays #12 at least once in 4-5 years. Surely, the ICC can find a way to do that...if they wanted to.
