Cremer is a leg spinner Trevor, absolute control is not an option for that type of bowler, why not check out Murali, Warne and Mushtaq to see if they ever bowled loose deliveries, i can guarantee you that Mushtaq did even while taking 100 first class wickets a season for Sussex
