To be clear, Naqvi and ZC are applying for him to be eligible under 2.1.2. Not 2.1.3.
"at the date of submission of the relevant information to the ICC, the Player is able to
demonstrate (by his/her possession of a valid passport issued by the relevant country) that
he/she is a national of the country whose domestic cricket governing body is the National
Cricket Federation;"
By all accounts, he is now in possession of a passport. It may have been ill-gotten (definitely was) and it may land Makoni or ZC in hot-water domestically. But from my reading of the ICC's regs he is therefore eligible, whether we or they like it or not.

Exactly. The ICC has no jurisdiction on how you get your passport. Yes it’s questionable but the person who has the final say is out minister of home affairs. He qualifies according to their own rules but they always decide to scrutinize us more than others. On everything.

Or, if as Jonty suggests that Makoni and ZC are in trouble with the SRC, then it may be ZC themselves who have backtracked and are now holding off selecting Naqvi to protect themselves, rather than the ICC holding it up?

I'd have thought they would have gone thru SRC?
Mlotshwa is the boss there, not sure what his relationship is like with ZC these days. Let's not forget the attempted coup and the business relationship between Gerald and Tavengwa. There's a lot of water under the bridge there.
SRC controls all sport in Zim.
ZC have big money and are powerful, if they bypassed SRC and went direct to the Minister or tried to get it done below that (unlikely plus I'd think the minister himself probably signs off on citizenships) then I guess it is possible that SRC have put a spanner in the works.
If that's the case resolution is probable.

It was just a silly and stupid decision and not fair on local players and others. This case stinks and the one for Faraz Akram. At least Faraz was in the country for a solid number of years i know a few people were greased though.

Ya Raza was here for years and crucially he didn’t move here purposely just for cricket. He had no intentions. Came with his parents!
Faraz I don’t know much about his backstory but he was around for a long time before playing for the national side. He’s certainly greased the wheels though with regards to his constant selection
He has off the charts level of wealth.
But as a few of us have been saying for the past two years Naqvi’s story is way worse than any. It is unprecedented.
