I suppose it had to do with Rhodesia being part of the SA domestic set-up from its earliest times, much like Wales (through Glamorgan) has always been a part of 'England' (unlike their footballers). Rhodesia wasn't even a country until UDI (and then it wasn't recognized by many). Anyway Test cricket wasn't organised as a contest between nations at first (and it still isn't as far as the Windies are concerned), so one colony of the British Empire teaming up with another under the auspices of the then Imperial Cricket Conference naturally did not raise any eyebrows, and the tradition only ended with Zim's independence.
