Not sure you're reading that right. The deadline is the 8th for consideration on the 12th - a day after the tournament starts. By then the ICC will almost certainly have given Zimbabwe's slot to another qualifier, likely Nigeria, Germany, or #2 from the current Asia Qualifier. Those discussions are already ongoing from what I understand. In fact everything I've heard from London suggests that Zimbabwe are already out. Even if the SRC capitulates today the ICC literally can't reconsider the suspension until October 12th without calling some sort of extraordinary meeting, which I don't imagine they will.

No T20 world cup will certainly see major retirements.

I’m not so sure about that. Retiring or trying to play elsewhere? There’s not much opportunity out there.
This Brexit thing is about to put an end to Kolpak.
ZC old or new will have a captive pool of the better guys again, unless they want to play club at £200 a week.
We’ve got one guy that has marketed himself fairly well as a T20 player. It’s clear as day that Williams is damned good at T20 as well, but where’s he going to get game time?

Player auctions start before the tournament begins, not torwards the end of it. Am I close?

I believe Zimbabwe has some very young talented players like S. Mire, Chibhabha and they will qualify for sure.
Also I think Zimbabwe will beat Pakistan in T20 WC 2020

His chance for the big time (county or Shield) was after the 2015 WC, but the moment has passed now I think.
Probably deserved better than a Test average of 27.
