What happens if Pakistan withdraws from the World Cup?

Highly unlikely I know, but there is a chance Pakistan won't be given clearance by their own government to play in India for the World Cup. If that were to happen does Scotland get the vacant spot as they finished third in the qualifier? Could Zimbabwe claim it as the next highest ranked full-member? I honestly think the ICC would just give the West Indies a wildcard berth.

Wont happen, but in the imaginary world where it does, Scotland take the spot.

It certainly won't happen. In the unlikeliest event, Scotland takes the spot.

I think the only reason Pakistan wouldn't play is if there is some large scale terrorist incident that India deems Pakistan responsible for and bans them from coming. But even then...

I don't think there is any ICC stipulation. You'd have to assume it would be Scotland as the next finisher in the WCQ, but there is nothing written about it.

PAK gov would only boycott if they are suicidal. There are legal ramifications for PCB boycotting. Remember India threatened to boycott the Champions trophy or something in 2017 and then ended up showing up despite not getting their way at the AGM that year.

Short answer yes, but the legal and administrative fallout would make it not worth the gain of kicking PAK/PCB.

Case in point, Indonesia was supposed to host the FIFA U-20 World Cup but lost the rights because they refused to let the Israeli team enter the country.

No chance. We can't be forgetting that the India-Pakistan game at any world cup brings in tons of revenue, probably the most in the world cup. You think BCCI will let go of their cash cow so easily?
