This is a problem we have been facing over the last decade. Does this happen in other test playing nations?
It definitely happens in Oz. Seeing Steve Smith or Warner play for NSW is a once every couple years thing, and they don’t play BBL anymore last I checked (but I haven’t paid attention last two years).
But there is a genuine workload management issue with those guys.

Totally agree with the points that national players need to be playing as much of our domestic cricket as possible, and tbf things have got better over the last season or two. Remember that season when there was only like 4 FC games in the entire year or something and loads of the guys (PJ, Jarvis and others) missed it for someones wedding. Then PJ missed the next one as well because he decided to go on holiday. :D

Seems better last season and this season so far. There was ZC people saying at the start of the 20-21 season that if you don't play Logan Cup then you won't play for the national team no matter how good you are. Probably a good thing. It's important we make domestic as strong as possible.

Williams missing out is understandable after the massive drama of Ireland. He probably requested permission for a break and its probably a god thing for all involved, being the hot-head that he is.

Burl has been playing cricket pretty much non-stop for the past 12 months, most of it in bubbles. This domestic season is also our busiest and longest for some years so again it makes sense to let him have a break now if he wishes. There's a lot of international and domestic cricket coming up in the next few months.

Yeah that grated on my nerves and I vocalised that at the time, but then Googly came in with a good point, that they would have requested that time well in advance whent he schedule allowed it, and only organised it/scheduled it around that, and it was zcs fault for changing the schedule repeatedly.
