I think 20 for T20i is the right amount. It turns of growing the game its needed.
ODI i think 16 is the right amount. 4 groups of 4, top 2 make it out of the group. Then go knockout from there.

Having more than a 20 isn’t bad idea, it actually gives you more "World Cup vibes".
I think the full members should be in ODI World Cup and the rest 4 or 6 could play the qualifiers.
I don't see ICC and the cricket fans are really keen to see cricket grow apart from the associate members and they're fans.

16 for the ODI WC, 32 for T20.

And every single country should have to go through proper qualifying every time apart from the host.

I don't mind this also. I would say maybe top 4 from the past tournament, automatically qualify.
How the zone each region and how many teams can qualify from that region will be the big debate.
