I have been very angry lately, Zimbabwean cricket is doing my head in as is more red tape on my african antiquity export business, so last night I took a drive to Shurugwi in the Midlands province and just sat on a cliff in the bush to reflect on life, reflect on cricket whilst downing a bottle of Rum. Its quite a tranquil area with bushes and various insects and mammals in the distance without the sounds of Shona yapping everywhere. Alot can get thought about in 8 hours (plus the 5 hour round trip driving) once the sun goes down and you cant see anything and during this time I believe i have developed a qouta system that we can all agree with. Call it an epiphany while calm and level headed.
I call it the swinging scaled qouta system.
At its core, there is a cap on 6 people of the same ethnicity regardless of they race.
For example;
The national team can be composed of 6 whites/ 5 blacks.
Or 6 blacks/5 whites.
Given we have Mr Kwekwe-mart Sikandar Raza in the team, he can be accomodated as well.
For instance;
6 blacks, 4 whites, One indian.
Or 6 whites, 4 blacks, one indian.
Furthermore,
It isnt lost on me that other indian types could fight their way into the team. For example, that Alluakbar guy from the 17s squad could be a revelation for All I know. Maybe Chouhan from New Zealand may come back, who is a fantastic player.
So in that instance you can have;
5 blacks, 4 whites, 3 browns. Or any combination thereof as long as one doesnt exceed six.
Even further, and you can see how deeply I have thought about this,
if a half black, such as Rainsford, Staddon, or Cremers son (I know Cremers sons too young, but pretend someone who is 1/4 black comes in for arguments sake) is good enough to make the team, they wioll come under the asian qouta of players.
We are ultimately looking for a balance where one doesnt exceed the other.
I have also thought about wherein the test series is at home, we should engorce a minimum of three players from the province the test is held.
Clearly no issue in Harare, but at Queens, I would call for 3x Ndebeles to be in the side, or at least Tuskers players, to get th hometown hero. This is done to pull the crowd.
I dont think that should be made official policy, but it should be considered no less from a marketing standpoint.
Does anyone have any other ideas or inputs? I've tried to be as watertight with the plan as possible.

Why not just select players based on merit? Makes things simpler

Players should be selected on merit simple fact
Re: A quota system that is fair for all
There hasn't been evidence of a quota system at ZC for a while now. After all there just aint enough whites guys going around to make a quota so to speak.

Anyway, the watermelon quota XI is
Moor (w)
Ervine
Raza
Willams
Keefe
Sibanda
Hammy (c)
Cremer
Mupariwa
Panyangara
Ngavara
A youth-first policy that ditches the usual non-performers. Hammy is ready to be the captain/allrounder in the team, his bowling is better than Chigumbura's and should be used more. He is also one of the best at rotating the strike so should be playing down the order.

Cremers wife is not white.
She is either 1/2 black or 1/4 black or maybe has Indian in her. This is well known in Harare because she is into fitness stuff.
