That particular sword cuts both ways. India have also been very good at dodging their Future Tours Programme commitment with ZC, as evidenced by last year's aborted Tri-Series. Back to the original question - you mentioned that you're in Manicaland. The most obvious thing is to arrange a provincial schools tournament, say 1st term next year. From that you'll identify the most talented kids, the ones that will get special coaching. From here I think you've got 2 options: 1) Pull the talented ones from their schools into a Mountaineers Academy that ideally plays other franchise academies or 2) Retain a competitive schools league whereby specialist coaches rove around the schools helping a batch of school-based teachers/coaches.

Remember Australia are the best country at Cricket.
You might argue that India might be number 1 at the moment, its a valid argument, but they have 1 billion,Aus have 20 million, with around 4 million of those chinese people with no interest in cricket.
They have the best infrastructure and generally do things right when it comes to this game of ours. Rarely does Australia make a bad tactical decision, rarely are the coaches flawed.
They are a well oiled machine.
Travis Friend is in Aus playing 1st class (contrary to what ive read here) Sibanda got better when he came to Aus....who knows who else.
