Accusing some kids, who you don't know, have never met, and have never watched play, of 'lacking desire to improve' is pretty rude to be honest. They are kids doing their best. Try not to be a dick to them?
I should make a few points of clarification here:
1) This was not directed solely at the U19s. This was directed at the players as a whole. True, the U-19s get included in that, and that is perhaps harsh, being a warm up match after all. Perhaps I should wait till the tournament proper. My bad.
2) But the criteria you've listed - apart from age - doesn't hold water. I'll use two nearly unanimously ridiculed cricketers on ZCF to prove my point. Would you have said the same if I said that Brian Chari or Timycen Maruma lacked ability and or "lacked the desire to improve"? According to the criteria above, you must because I don't know either of them, have never met them, and while I have seen them play a bit, they are adults also doing their best. But the fact remains than the ZCF forum has praised or at worst been neutral about many players who aren't significantly better than Chari. Prince Mausuvare and Kaitano are just two guys off the top of my head who've gotten a lot more support than a Chari, despite not having any significantly better performances.
