I think he needs to build up his arms if he wants to generate the pace, but also, he should work on his line and length for now. getting it in the right area will be good enough for him right now. If he can hit the right spots then the swing will do the rest and pace wont be a major issue.
Just look at Mcgrath.

McGrath wan't fast, but he was always 130-135. Meth is 12-15 ks slower.

Jarvis is managing consistent 135 with effort balls in the low 140s.
Most of the others are just getting to 130ish, Meth almost every delivery was 121.
