We also need to figure out the whereabouts of MWR; if he's not able to participate then that opens up another spot too.

Here's what I'm thinking for 2015-16. Unless there's some major discontent with the format, I'd like to get this started in the next few days so Jemisi has a chance to have some input during the trade week before he's away.
In a nutshell: there will be a short trade period followed by a regular draft. The much loved "veto" will remain in the draft, and before the draft teams will be able to "retain" a couple of their current players for the next season. The full rules are below - if there's any questions please ask. Hopefully I haven't left open any gaping loopholes this season

I've included Zimbabwe's Logan Cup players + Test players from the previous year (which is only the Bangladesh series).
However - each team (as mentioned above) can retain up to 2 currently contracted phantom players. Currently contracted players can also be traded. So for example, if Mashonaland wanted to hang on to Nick Welch then they could do so. Or if another team wanted to trade for Nick Welch then they could do so. If Mashonaland decided to retain Sikandar Raza (or traded him to another team), then Raza would be removed from the draft pool. So given there will be trading and retaining of some players I'd expect this pool of 85 players to drop in size.

2015-16 Phantom Draft Rules
PAY SCALE - Team Budget: $32500
Star Player: $10000
Test Player: $3000
ODI/T20I Player: $2500
Overseas Import: $2000
Domestic Player: $500
TRADE PERIOD
- ONE WEEK Trade Period prior to the draft
- Any player(s) or draft picks can be traded to another team in exchange for one or more of their players or draft picks (or a combination of the two)
- No more than 4 players can be traded into a team
DRAFT
- Each team must release all of its players into the draft pool except for; a) 2 players of the clubs choosing; b) any players traded into the club
- Each franchise must fill their 15 player squad
- Each franchise has ONE veto to use during the draft. The veto only applies to a player that was listed with that club for 2014-15, and once the club vetoes they must select that player with their next draft pick.
- Because each club can nominate to retain up to 2 players from the previous season, the draft will be a maximum of 13 rounds.

I am happy to be part of this again. Can the list please be of those who are guaranteed to play in the domestic comp. No point spending money on players who will not play at all. I am also a bit on the short with information from on the ground so am trying to go off what little info i know. I am definitely interested though.
Also, why doesn't each teams just use their veto during the retaining period as it would save everyone time. So you select your 2 retained players of your choosing, and your veto players, plus any traded players. Every other player then goes back in to the draft. Are the values of the retained players and vetos going to come out of our overall budget? Essentially meaning we go in to the draft period with a smaller budget than the initial starting budget?
I'm also assuming that values will be added to players soon?

Just to add some intrigue to the draft mainly. Presumably each team has more than 2 players they want to hold on to. If (for example) Mountaineers were desperate to hang on to H Masakadza, Chatara and Mutumbami they could say - okay, I'll "retain" Masakadza and Chatara and expect to have to use a third round pick (say pick #10) to re-draft Mutumbami. But wait - Mashonaland unexpectedly pick him at #1! So now there is something to seriously think about - if you play the veto, you have to use a higher draft pick than you intended to on this person. Is it worth using that veto and potentially missing out on another highly ranked player?

So yes, you will go into the draft with a smaller budget but the draft is two rounds shorter.
My expectation is that after trading players in and being able to retain players, most teams will actually start the draft with more than 2 players already contracted - so may not have to use their last (or last few) draft picks.

There are only 13 rounds in the draft so via trading or retaining (or a combination of the two), each team needs to lock down at least 2 players ahead of the draft in order to fill their 15 man squad.
Teams that play this very aggressively could as you say, lock down 6 players before the draft: by retaining the maximum of 2 and trading in a maximum of 4.

When the trade period does start, all I ask is that whenever a trade is complete/official it get's confirmed in this thread so I can update the list of draft picks and remove players from the list.
