But the limit was developed in the immediate context of Murali's testing and the SL board were not going to accept anything other than his exoneration. Murali was both sides of the 15 degrees depending on the tester and the delivery. Your last sentence is part of the obfuscation that went on in the general discussion. Holding was said to straighten the arm under slow mo - as well as everyone else. But this was apples and oranges. If the arm can only be seen to straighten under slow motion and is straight as far as the eye can tell, fine. But the doosra bowlers and Murali were all chucking to the naked eye. Perhaps they are disadvantaged somewhat by their slower arm actions, but nonetheless, you didn't need slow mo to see it. This is the problem with Vitori. It looks bad but might be near the 15 degrees. But that arbitrary line is unhelpful. Quicks should be in or near single figures. 15 degrees is heaps. It is said that it corresponds to what the naked eye can discern, but that is bollocks. 15 degrees is significant. This is why there are so many visually dodgy bowlers who are around the 15 degree mark and sometimes passing, sometimes failing, as you say. But, well, politics. The horse has bolted.
Perhaps Eugene is right and the spinners at least should be allowed to chuck to regain some balance. The danger I would worry over though is the spinner slipping in a ball 30 ks quicker and doing something dangerous as a result.
