Some where between ISP Cup and NRL but closer to ISP Cup (reserve grade). You just need to look at how the players fair in either league .....

Sam Tompkins dominated SL was compared to Billy slater and even the English Union side wanted him. Came to NRL packed in after 2 years.

Jesse Sene Lafoa fringe first grader in NRL now dominating in SL same as Jake Mamo and many more. The Super League used to be decent when they had the cash, around the time when the Paul brothers were around and Wigan had Andy Farrell & Jason Robinson. The Super League could attract quality players like Adrian Lam, Matthew Johns, Matt Gidley, Darren Smith, Allan Langer etc to cross over when still playing a high standard. Now you only go to England if you can't crack NRL or you're too old ......

Sam Tomkins unfortunately struggled with injuries in his time with the NZ Warriors so we never really saw the best of him.

Also it's no coincidence the wallabies had a purple patch 15 years ago when league had salary cap issues and wallabies were able to purchase decent league players in Sailor, Tuqiri and Mat Rogers in the one hit and Timana Tahu shortly after. Which wouldn't happen herein unless they pick out a single marquee on top dollar like Israel Folau, who surprise surprise is the wallabies best outside back.
