You are kind of wrong here. These are their List A stats
Burl: Ball bowled - 834, econ - 5.48, sr - 43
Tino: bb - 2498, econ 4.73, sr - 40
What those stats tell me is that Tino has bowled way more and does not have a much better success rate in terms of wickets taken and less runs conceded. Whilst he has definitely taken more wickets, remember that Tino is considered a bowler and not a part timer. Hence, Burl may have played 57 games, he has not bowled in all of those games, and some times he may have only bowled 1 or 2 overs.
Tino is picked as an all rounder, so when making that decision, you are making that decision and saying that his batting is a factor, but the stats do not back up him being picked for his batting. Burl averages 30 in 50 List A innings and tino averages 22 in 73 innings.
Tino is also 4 years older than Burl which means he has much less room to improve, particularly as our structure does not really do that.
