2007 Cricket World Cup had the best format - 16 teams, 4 groups of 4, every match counts.

Idk what the metric for “competitive” is but I felt the 2019 WC ended up quite competitive from the following perspective.
Bangladesh finished 8th place. However, had the game vs SL not been washed out, based on 2019 form, Bangladesh would have very likely finished 6th, and only one game away from a possible semi-final berth. Apart from Afghanistan, every team won at least 2 games and the win distributions were pretty even: two teams with 7 wins, one with 6, two with 5, three teams with 3…to me that’s a competitive tournament. Might just be English conditions make for an even competition between bat and ball or pace vs spin.
We will have to see how 2023 goes.
