Nowadays yes. But I didn't have a smartphone till 2012, and while I was late to the party, no one had them before 2008. And thats in the developed world. In Afghanistan smart phones probably didn't become a thing until 2012-2015 or whenever Oppo and other chinest companies started making cheap androids.
